When you prevent users from installing apps, you perform the following actions:

You need to add apps to the restricted app list whether you want to select specific apps to restrict or select specific apps to allow. This step does not apply to built-in apps for supervised iOS devices. To restrict built-in apps you must create a compliance profile and add the apps to the restricted app list in the profile.
